AMSTERDAM — October 19, 2025. algorithm of obedience Artificial intelligence was marketed as liberation. It’s turning into logistics for obedience. Cities plug cameras and pattern-recognition into public space; agencies link risk scores to welfare, immigration, and policing; and commercial datasets quietly feed public power. The code is technical. The outcome is political.
Why It Matters
AI has become the bureaucratic accent of power — polite, data-driven, and quietly coercive. Its neutrality ends the moment code meets policy. In China’s Xinjiang region, facial-recognition and data-fusion systems have been documented by rights groups as tools of repression. Moscow’s city-camera network has been used to identify protesters via face-matching. In France, a 2024 Olympic security law temporarily authorised real-time video analytics; civil-liberties groups warn that “temporary” surveillance rarely stays temporary.
Europe’s AI Act (adopted 2024) prohibits public-authority social scoring and restricts remote biometric identification to narrowly defined scenarios with prior authorisation. The national-security exception leaves latitude for expansion. In the U.S., the NIST AI Risk Management Framework and the Blueprint for an AI Bill of Rights set principles rather than binding law. Both blocs fear losing ground to China — and both leave just enough legal daylight for abuse.
How Control Is Being Coded
1 — Identification at Scale
Facial recognition is ubiquitous in China, expanding in Russia, and debated in the West. EU law now limits its use, but implementation will depend on regulators’ budgets and national courts. Biometric categorisation that infers sensitive traits from images or voice is banned by the AI Act; enforcement still lacks auditors trained to verify what models actually learn.
2 — Prediction and Risk Scoring
Predictive-policing tools flag “high-risk” areas or individuals using historical data. Bias can be recycled: over-policed neighbourhoods remain “high risk” forever. Frameworks in Washington and Brussels demand documentation and third-party testing — but both rely on resources few local authorities actually have.
3 — Private Data as Public Power
Commercial brokers and ad-tech telemetry create state-usable datasets. When legal thresholds block direct collection, agencies buy “de-identified” data instead. Regulators from California to Brussels are closing the loophole, but enforcement remains reactive, not proactive.

Exporting “Ethical” Surveillance
EU and U.S. vendors market analytics as public-safety or “smart-city” solutions. Once re-exported to states with weaker oversight, transparency labels vanish while capability persists. Both blocs have sanctioned firms that sold biometric tools to governments under human-rights restrictions, but enforcement trails resale. IBM’s Trustworthy AI division told the European Parliament in 2025 that “clear rules, not bans, are the path to responsible innovation.” Critics call that innovation without memory — ethics that forget where the code ends up.
Democracy by Proxy
Authoritarian regimes no longer need ideology; they need access. Democratic innovation makes that access cheaper. The U.K., Japan, and Canada are racing to position themselves between the EU’s hard law and the U.S.’s voluntary model — a regulatory contest where ethics and market share compete.
The Democratic Dilemma
Democracies claim a procedural advantage: warrants, regulators, audits, judicial review. That advantage endures only if four safeguards hold:
- Audits are independent — not written by vendors.
- Models and data are documented — to detect bias and drift.
- Procurement is transparent — so citizens can challenge contracts.
- Exceptions stay exceptional — security carve-outs must not become defaults.
Many blue states adopt data, climate, and AI rules aligning with EU standards. That helps trans-Atlantic companies maintain compliance and sets global benchmarks for privacy and sustainability. But standardisation can entrench surveillance-ready infrastructure even where democratic intent is sincere.
Critics — The Counterarguments
- Public-safety case: Algorithms can reduce response times and locate missing persons; IBM cites an NYPD pilot as evidence of proportional benefit.
- Civil-liberties reply: Privacy International and EDRi argue that each efficiency gain widens the zone of watchfulness; once cameras exist, new justifications follow.
- Government view: Lawful use is possible under strict necessity-and-proportionality tests, but oversight agencies remain understaffed.
- Scholars: As Kate Crawford notes, “AI doesn’t eliminate bias — it scales it.”
Final Word
The algorithm doesn’t make arrests; people do. But as decisions move into code, accountability moves out of sight. Governments claim to govern code — but so far, code is governing them. Until transparency can match technology, obedience will keep writing itself.
